Yes, the dam is wheelchair accessible. There is quite a ramp to get down to the top of the dam. You'll need a good battery or a healthy pusher to get you back up after your visit.
The visitor center is, and to tour the dam I think it is all paved, but the walkway down to the dam is quite steep and would be a challenge to descend and climb in a wheelchair.
