I sorted my own travel out by taxi and hiked up from the road side. However, I have been told that "Tour Guide Baku" offers a very good service and rates are reasonable. You can find their contact details on Google maps. As always in Baku you may have to haggle to get the best deal. On the whole taxi drivers are very unreasonable and rip off the tourists.
