I believe it depends on the event and who is putting it on... I was there for the 2016 Tulsa Hot Air Balloon Festival and some days they charged parking and admission and other days the just charged one or the other... It seemed like they were trying to adjust their practices to encourage people to attend and get then to the midway and food vendors.
