Arbys' curly fries are soaked in wheat starch (sometimes labeled 'modified food starch') to add crispness. Unfortunately, wheat starch has a bitter aftertaste when fried so they seasoned the hell out of them to cover it up.

Unseasoned curly fries exist. Not sure if the mall food court spot Great Wraps still exists, but they used to sell unseasoned curly fries with a seasoning bar. In terms of why curly fries are usually with that unique seasoning, I believe when frozen curly fries were first mass produced, that company produced the fries like that.
