Maybe this is a hot take but I think it would be reasonable to give the rank of Jedi Master to Anakin in RoTS. I'm not saying he 100% deserves it (he obviously had flaws) as it's still very much debatable. However, I wouldn't argue against it. Let me explain: One of the conditions of becoming a Jedi Master is training a Padawan to Knighthood.

Jedi attain the rank of Master by demonstrating leadership and knowledge of the Force. Edit: That threshold would vary for each Jedi. I imagine someone who does a lot of diplomatic work would attain mastery after exemplifying the spirit of peace towards all sentient life and expertise in managing conflict.

The man is a legend, but I think more importantly he has a solid grasp on what it means to be a Jedi. Knowing what being a Jedi is and being a moral person is far more important than mastering specific force powers. Prequels - Obi-wan Kenobi. He had a rough start with Anakin, yes, but he's as strong as master Windu and as wise as master Yoda.
