PGA has more contact surface than LGA so you need fewer pins for power delivery. You can fit more LGA on a socket, so once your memory channels and PCI-e lanes go up, LGA is easier. PGA also keeps the mainboard vendors happy as the RMA rate for the CPU connection is not an issue for the mainboard vendors with PGA. (Unlike LGA)

PGA is the other way around. The pins are on the chip. BGA is for CPUs that will be soldered into place (think laptops and consoles).

There's nothing proprietary about it It's more of a traditional thing that AMD has kept using PGA on their AMx platforms while Intel uses LGA.
