Also you can always check your subcooling to verify your charge is correct, or as a diagnostic tool as you are in this situation, a good rule of thumb is 8-14, unless you have a charging curve or a required subcooling.

Make sure airflow is right, charge fixed orifice by superheat, TXV by subcooling. After getting the subcooling right you can check the superheat to make sure the TXV is working.
